Arjomand Rahimzadeh
Co-founder and President

Arjomand “Arj” Rahimzadeh co-founded EDIWatch in 1999 with Paul Slagle. Together they envisioned and developed EDIWatch’s advanced suite of anti-fraud, waste and abuse products and scalable services for healthcare payors. These innovative offerings have transformed how special investigation units engage with and process claims information, empowering them to deliver unparalleled results.

As a visionary, Arj is responsible for mapping the company’s strategic direction in order to drive revenue growth and asset expansion. As an inspirational leader, Arj is committed to advancing his team and as such, he designed the company as a non-hierarchical, self-lead organization in order to empower each member. Through his vision and passion, Arj has led EDIWatch from a small start-up to one of the Industry’s leading healthcare anti-fraud solutions providers.

Prior to founding EDIWatch, Arj held the position of president for Atlantic Intelligent Systems Inc., where he created Artificial Intelligence (AI) systems for life, health and property insurance risk management. Prior to that, he held the position of senior software engineer for Citigroup, where he developed enterprise-wide solutions for the underwriting community. In addition, he held the position of systems programmer at Sun Life Insurance, where he created and managed life insurance applications.

Arjomand is a highly acclaimed international speaker at healthcare fraud conferences and a recognized expert on anti-fraud, waste and abuse technology. Additionally, he is an accomplished program leader for Landmark Education, where he leads personal and professional growth seminars.

Paul Slagle
Co-founder and CTO

Paul Slagle co-founded EDIWatch in 1999 with Arjomand Rahimzadeh. Prior to that, Paul held the position of senior technical consultant at Applied Data Research, where he was responsible for the presale technical consultations in the ADR Federal Group and supported Datacom/DB as a CICS system programmer and technical support specialist.

Prior to EDIWatch, Paul was the senior technical consultant at Aion where he designed and developed customized Expert Systems, including arson fraud detection, insurance underwriting, medical underwriting, medical claim auto adjudication, union contract rules application and network commercial scheduling. Paul also worked at McDonnell Douglas in its health insurance division.

Paul was named a “Prestigious Member” of the Marques Who’s Who as a recognized expert in rules-based technology. Paul is also an internationally known speaker on the use of anti-fraud, waste and abuse technology solutions for the healthcare industry.

Victor Sanchez
Executive Vice President

Victor Sanchez joined EDIWatch as executive vice president in 2006, bringing over 20 years of healthcare operational development and sales experience to his role. In this position, Victor is responsible for all sales and marketing teams, as well as spearheading strategic planning efforts in order to drive growth and profitability for the company. Under Victor’s tutelage, EDIWatch has experienced a 400% increase in revenues, as well as a strengthened customer base.

Prior to EDIWatch, Victor served as the assistant vice president of anti-fraud technologies for VIPS, Inc., where for over 14 years he was responsible for driving sales of the company’s anti-fraud, waste and abuse analytical software solutions. Prior to VIPS, Victor held the position of user liaison at McDonnell Douglas Automated Systems, Medicare Division, where he oversaw the preparation of financial and audit reporting, as well as the Post Payment Utilization System, a Health Care Financing Association (HCFA) requirement. In addition, Victor was the Senior Advisor to the Governor of Puerto Rico where he developed and implemented Puerto Rico’s healthcare reform efforts and assisted in building the Puerto Rico Health Insurance Administration (PRHIA). In this position, he was instrumental in obtaining a sizeable grant from the Robert Wood Johnson Foundation to develop a system for tracking provider and beneficiary inquiries.

Victor is a recurring guest speaker at the National Health Care Anti-Fraud Association (NHCAA), the Blue Cross Association Conferences and at the University of Arizona, MBA program. He served 10 years in the US Army Reserve during Operation Desert Shield and received a commission as a Military Finance Officer.

Bruce Hoffman, MBA
Vice President of Business Operations

Bruce Hoffman brings over 25 years of experience to his role of vice president of operations. He is responsible for driving long-term growth and managing the company’s account services activities. Bruce was instrumental in developing the organizational policies and procedures for all levels of EDIWatch and remains heavily involved in day-to-day project management and process improvement.

Previously, Bruce served as chief compliance officer and special investigations unit chief at Universal Health Care Group, where he implemented a highly successful Special Investigations Unit to combat fraud, waste and abuse. He was also responsible for their Medicaid Managed Care Program and successfully led the program to a record 300% growth in 2 years. Additionally, he developed a secret shopper program lauded by the Centers for Medicare and Medicaid Services (CMS), as a “Best Practice Program” which reduced marketing misrepresentation allegations and complaints by over 200% in one year. Prior to this, Bruce was the regional director of operations at MedAssist, Inc. where he oversaw the daily operations of 26 hospital sites for Medicaid revenue cycle management. Bruce also held the position of Medicaid program manager and health administrator for the State of Florida where he was instrumental in uncovering and pursuing fraudulent ambulance billing practices, returning over $8 million to the Medicaid program. In this position, Bruce was awarded four Davis Productivity Awards for his fraud, waste and abuse work.

Bruce is a recurring speaker at numerous Medicare Advantage conferences on the subject of implementing compliance on an organizational level and developing strategic compliance plans for successful regulatory audits.

Russell Streur
Vice President of Data Operations

As vice president of data operations, Russell Streur is responsible for ensuring that the processing and deployment of data for EDIWatch’s elite roster of clients remains efficient and effective. Russell brings over 30 years of experience in healthcare investigations and management to EDIWatch, where he oversees all special investigation units and user training programs, rules development and day-in and day-out communication with clients. He also assists in product development and is credited with designing Trail Tracker™, EDIWatch’s advanced fraud recovery system.

Before joining EDIWatch, Russell was the manager of fraud investigations at both WellPoint Health Networks and Meridian Resource Company. Prior to that he held the position of supervisor of investigations and recovery services for 13 years at Blue Cross Blue Shield United of Wisconsin. In this position he oversaw the Special Investigations Unit (SIU) and was instrumental in securing a $25 million recovery for the company.

Russell is active with the International Association of SIUs, the Midwest Anti-Fraud Insurance Association, the Board of Governors of the National Health Care Anti-Fraud Association and is a certified Health Care Anti-Fraud Associate.

Sue Kardon, RN, BSN, MBA
Regional Vice President

Sue Kardon brings over 20 years of healthcare leadership to her role of regional vice president. In this position, Sue is responsible for expanding business opportunities and building long lasting relationships with EDIWatch’s prestigious roster of clients. Additionally, she has concentrated on increasing efficiencies in healthcare delivery through technology systems. As an architect of healthcare information applications, Sue has aligned herself with healthcare teams to make applications user friendly, effective and proficient.

Prior to EDIWatch, Sue worked as a clinical analyst and trainer for McKesson where she created an on-board training program for new hires that resulted in a 48% increase in staff retention. Prior to this, Sue held the position of chief operating officer for Western Dialysis where she oversaw operations, strategic planning and patient care outcomes.

Sue is a member of the Colorado Health Information Management Systems Society (CHIMSS) and Colorado Healthcare Strategy & Management (CHSM). She is also a published author and notable speaker.
